Richard A Carter, Jr, age 88, of Loganville, passed away February 23, 2023. He was born in Savannah, GA on September 23, 1934 to the late Ann Elizabeth Cooper and Richard Carter, Sr. After graduating from Clemson University, Richard went on to serve in the Army National Guard for nearly 40 years, retiring in 1989 at the rank of Lieutenant Colonel. He then dedicated ten years to the Georgia Governor's Office of Highway Safety before retiring again. A great family man, Richard will be remembered for embracing and blending families when he met and married his beloved wife, Eloise. He loved music, often sharing his own beautiful tenor voice. Richard loved a good conversation and a good laugh. He will be greatly missed by all who knew and loved him. Richard is survived by his wife, Eloise Lee Carter; daughters Michelle Nelson, Beth Carter Fullard (Terry), Elise Carter Clark (Ted), and Erin Carter Hill (Tommy); sons Richard A Carter, III (Patricia) and step-son Joey Phillips (Andrea). Known affectionately as "Pop-Pop," he will be greatly missed by 21 grandchildren, 27 great-grandchildren, 2 great-great-grandchildren; and cherished pet companion Paco. He was preceded in death by sons Michael Stuart Carter, Thomas Adrian Carter, and Christopher Richard Carter; step-daughter Sherry Phillips; and first wife Carolyn Epting Carter.
